I see that you aren't able to create new folders in Windows 8.
Let us work together to resolve this issue.
Please answer these questions so that we can diagnose the issue correctly.
1. How many user accounts are present on the computer?
2. Is there any third-party anti-virus software installed on the computer?
Please try these methods and check if the issue is resolved.
Method 1: Check if the issue occurs in safe mode and perform clean boot.
Step 1 : Check if the issue occurs in Safe Mode.
Safe mode is a troubleshooting option for Windows that starts your computer in a limited state. Only the basic files and drivers necessary to run Windows are started.

Step 2 : If the Performance Tab is working properly in Safe Mode, then proceed to Clean Boot steps given in the link below.
To help troubleshoot error messages and other issues, you can start Windows by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts. Here is the link for your reference to perform clean boot.

Note: Please go through the section: How to reset the computer to start as usual after troubleshooting with clean boot of the Kb article to boot the computer in normal startup after fixing the issue.
Method 2: Run the System File Checker tool
The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions. When the scan is complete, the System File Checker tool indicates whether integrity violations were found. If integrity violations are found, the System File Checker tool lets you fix the integrity violations
a. Type Command Prompt on the Start Screen.
b. Right click on Command Prompt to select "Run as Administrator".
c. Type: sfc<space>/scannow.
Note : SFC scan may take a while to complete.
Method 3: Close all Windows Explorer windows and follow these steps.

Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. b. Click on File and save the file onto the desktop as NewFolder.reg.
c. Now close all open windows and double-click on NewFolder.reg.
d. A dialog box will pop-up saying "Are you sure you want to add the information in fix.reg to the registry?". Click Yes to confirm.
Check if the issue is resolved.

I had a similar problem that affected Windows 7 and Windows 8 after upgrading to 8. The New Folder icon in the ribbon did not function, but I could always right-click and create a new folder. Also, if I went through the Libraries to access a folder, the New Folder icon did function.
I gave up trying to find a solution online, so I "refreshed" my OS and got back to basic Windows 8. The New File icon then did function. One by one, I installed my applications, and checked for the issue after each installation. Voila! The culprit turned out to be a backup application called Memeo Backup. This backup utility came with a Seagate external hard drive.
The actual file causing the problem was the LifeAgent Explorer extension that Memeo installs. All I did was uninstall the Life Agent extension and Memeo continues to function without it. Since Memeo integrates itself with Windows Explorer menus, I'm guessing that it is this interaction that causes the New Folder icon to stop functioning.

Thank you CayugaLaker, sounds like you are more on course than the official Microsoft reply, but I can't access the new folder option via right click or through Libraries-- both of which uses the Windows Explorer to create folders. I can only create folders by using a 3rd party program like an FTP or Picture Viewer program that works independent of WinExplorer. There might be a program interferring, but a clean wipe and reinstall of all programs would be a bit drastic.
I have a Seagate external drive, but don't have (or see) anything called Memeo or LifeAgent. I've never used the dashboard that comes with it or used Seagate software. If I had this, where would I find it?
Also, what do you mean by "uninstalled the extension"? Do you mean reassigned a .*** extension to another program or do you mean uninstalled a sub-program that was an extension of another program?

I realized your situation was worse than mine, but it could also be caused by some application on your computer. Your only hope, I think, is to revert to the basic OS and add back your applications, one by one. Besides, for some of us, this is actually fun. ;-)
Before doing that, see if you have Memeo or LifeAgent installed on your computer by going to your Control Panel and opening "Programs and Features". Look at each item carefully to see if either is listed. Dashboard is another possibility, since that also comes from Seagate. If you upgraded to Windows 7 or 8, there could be applications from previous Windows versions that now cause conflicts. Highlight any suspect application, one at a time, and click "uninstall". You might have to restart Windows to see if the issue is gone.
By uninstalling the extension, I mean to use the Programs and Features control panel, as described above. The LifeAgent Explorer Extension is listed separately from Memeo. It is a sub-program installed by Memeo Backup and/or Dashboard.

Thanks again. No, I don't have those programs installed, and I don't use any of the Seagate programs that came with the drive. However, your experience gives me a possible clue that it might be another piece of software. Since this problem has existed since I started using the computer, it might be a piece of pre-installed software that came with this Win 8 HP computer. (note: not an upgrade Win8)
If I only knew what it was about LifeAgent that caused a conflict with WinEx, then I'd know what to look for, but I'll poke around and see if any of the HP programs or other useless preloaded wares might be the culprit.
And no, wiping and reinstalling nearly 100 programs does not sound like fun!! I think I'll pass on that. haha I'd rather limp along with using other programs than go through that kind of risky headache!

100 programs!!! You are right, that doesn't sound like fun. It really puzzles me that your new computer with Win8 had this problem from the start, before you installed any software. I would get on the phone or chat with HP, if you haven't already done that. They should replace the computer, but then you'd have to install a lot of programs. Good luck!

My Windows 8 desktop had this problem and on reading your reply I found I too had Memeo Life Agent listed below the main Memeo Backup program. I uninstalled it and I can now create New Folders by clicking the icon or using the shortcut ctrl+shift+N.

I have a similar problem. I added a "cloud backup solution" from Pogoplug and even after uninstalling it I remain unable to use the "Save" or "Save As" function from nearly all my windows programs. My 'test case' uses a simple NOTEPAD text file which fails with "The filename is not valid." when it is a standard text filename (eg. test.txt). I believe that this is caused by an error in the registry data for the function call to the "file create" routine within windows. I can use the CMD function to create a file anywhere in the system with "copy con: test.txt" when typed from the command console. I believe that the error is a single character (ie. - ) in the registry as follows (the character immediately before the "class ID" as shown below;
-{85BBD920-42A0-1069-A2E4-08002B30309D}
which is used for the "briefcase" which apparently becomes synchronized with auto backup cloud storage system. Since I do not have "Briefcase" enabled on my system, this likely caused the problem. I am still searching how to "unlink" this stuff or determine if the error is in the CLASS for the function or in the improper call to that function.
